Legislation seeks to prevent mandatory installation of sprinkler systems

HARRISBURG, PA – Rep. Ron Buxton (D-Dauphin) is seeking co-sponsors for legislation to amend the PA Construction Code Act to remoindoor_sprinklerve the impending residential sprinkler mandate in Pennsylvania and make it a municipal option under certain conditions.

It is expected that the Department of Labor and Industry will adopt a regulation implementing the 2009 International Residential Code (IRC) into Pennsylvania’s Uniform Construction Code (UCC). The 2009 IRC contains a residential sprinkler mandate that is opposed by both PAR and the PA Builders Association.

The legislation would: (1) provide that all municipal ordinances adopted on or after July 1, 1999 that exceed the code by requiring fire sprinklers shall provide for design and installation in accordance with the 2009 IRC; (2) provide conditions for municipalities which desire to mandate residential sprinkler ordinances into their communities to do so; (3) remove the impending mandate of fire sprinkler systems from the Uniform Construction Code; and (4) require that builders offer all new home buyers the option to install a sprinkler system at the buyer’s expense.
